The European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme is a cooperation programme funded by the European Union and established in partnership with the Government of Papua New Guinea (GoPNG), represented by the Department of National Planning and Monitoring (DNPM). It is the European Union's largest environmental programme in the Pacific Islands region and was launched on 31 October 2023.


The EU-FCCB Programme has three components, each managed by an implementing partner.

  • Component 1: Implemented by Expertise France, support is provided at the national/ institutional level with spillovers at the local/community level” (the national component).
  • Component 2: Support the Managalas Conservation Area (Oro province), implemented by the Centre for International Forestry Research and World Agroforestry (CIFOR-ICRAF).
  • Component 3: The extension of the National Forest Inventory, which is implemented by the Food and Agriculture Organization (FAO) of the United Nations.


The EU-FCCB Programme supports Papua New Guinea's sustainable development goals by contributing to the environmental preservation of PNG’s forests and promoting inclusive, gender-responsive, green growth and job creation.
