The European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea
The EU-FCCB Programme is a cooperation programme. The overall objective is “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels,” with three specific objectives (SOs) as outlined below:
The EU-FCCB Programme is funded by the European Union and established in partnership with the Government of Papua New Guinea (GoPNG), represented by the Department of National Planning and Monitoring (DNPM). The EU-FCCB Programme consists of three components, each implemented by a different implementing partner:
The EU-FCCB Programme is the Pacific Islands region's largest environmental programme of the European Union. It was launched on 31 October 2023 by the Rt. Hon. James Marape, Prime Minister of Papua New Guinea, and Mr Jacques Fradin, Ambassador of the European Union to Papua New Guinea.

Expertise France (2023 – 2027) supports the national/institutional level with spillover efforts at the local community level, hereafter referred to as the "National Component. The team will work closely with relevant stakeholders and the general public from the national/institutional to provincial/community level to ensure the objectives are achieved, including institutional strengthening, capacity and knowledge enhancement, and participation of all relevant stakeholders, especially in response to inclusiveness and gender responsiveness. Expertise France is the French government's international technical cooperation agency, an entity of the French Development Agency (Agence Française de Développement, AFD) Group.

Implementing by International Forestry Research-World Agroforestry (CIFOR-ICRAF) (2023 – 2027), the project addresses challenges facing rural communities and national goals for forest conservation and sustainable use. The implementation comprises two functional mergers of international organisations, CIFOR and ICRAF. The team will work closely with local communities, provincial partners, the private sector, civil society, national government agencies, academia, and other relevant stakeholders. CIFOR-ICRAF is a world-class research institution that delivers actionable evidence and solutions to transform the land, renewable resources, and food production.

Implementing by the Food and Agriculture Organization (FAO) (2023 – 2026), the project aims to build the capacity to collect and disseminate fundamental forest information and establish a platform enabling stakeholders to access the information for sustainable forest management and transparent climate finance. The team is to provide capacity to relevant government agencies of PNG to implement national forest inventory (NFI) in the East and West Sepik provinces. The NFI data will be collected, analysed, and published on the established platform using the latest technologies for the NFI methodologies. Through the implementation phase, the team will also enhance knowledge management, and NFI outputs will contribute to sustainable forest management and climate finance from the local community to the global level. FAO is a specialised agency of the United Nations that leads international efforts to defeat hunger, achieve food security for all, and make sure that people have regular access to enough high-quality food to lead active, healthy lives.
